Request for Proposal - HMCTE Security Project
Project Overview
The Holocaust Museum & Center for Tolerance and Education (HMCTE) seeks proposals to make capital improvements to its facility on the campus of Rockland Community College (RCC) to enhance security. High visitor counts and a busy college campus make HMCTE vulnerable to any number of security concerns. While the college maintains an exceptional Public Safety Department, HMCTE strongly believes in preventive measures as a first line of defense. We are proud to employ frontline defense measures that will help ensure the safety and wellbeing of all visitors, staff, and guests.
Project Goals
This project will incorporate new technologies to the 6,000 square foot Museum space on campus that will enhance security through:
Effective, timely communication with up to 110 daily visitors in the space;
Interior and exterior door controls and access controls; and
Additional locking mechanisms for artifact and display cases
MWBE Goals
This project is funded by grant monies from the New York State Division of Homeland Security and Emergency Services (DHSES). As part of this grant funding, the project will be subject to the requirements of New York State Executive Law Article 15-A to promote opportunities for the participation of certified minority women or minority owned business enterprises (MWBE), as well as the employment of minority group members and women in the performance of the project. The MWBE goals established for this project are 15% of the contract for MBE and 15% of the contract for WBE. MWBE vendors are encouraged to apply to this solicitation.
Scope of Work
The project has four major components:
Selection and installation of a lockdown safety system
A lockdown safety system is critical during emergencies, especially within schools and educational settings such as HMCTE’s location on the RCC campus. This system will allow staff and security personnel to restrict access and movement through the physical space or certain areas during an emergency. Further, the discreet design of these systems can also reduce panic during emergencies and be used without alerting perpetrators to their existence.
Selection and installation of a public address communications system
A public address system will include microphones and other audio components to address visitors throughout the Museum’s space during regular operations and in case of an emergency. The ability to quickly and effectively address patrons on site will aid greatly in security during both normal operations and in case of emergencies.
Selection and installation of an access control system
The addition of an access control system will secure the Museum’s physical space through better control of both one exterior and 16 interior doors, the ability to restrict access to certain areas or by access level of keycard holders. It is critical that this access control system will work in tandem with the proposed lockdown safety system to ensure a seamless integration of every day and emergency protocols for HMCTE.
Installation of secure locking mechanisms for 17 artifact display cases
Current artifacts display and storage security needs significant, but simple fortification. The 17 existing artifact display and storage cases have capacity for the addition of stronger and more visible locking mechanisms to ensure the safety of our priceless WWII-era, and older, historical artifacts. HMCTE has spent decades collecting and preserving artifacts for the benefit of our community and keeping them safe is of the utmost importance to our mission.
Submission Requirements
HMCTE is a non-profit organization governed by a board of directors. Our organization is an equal opportunity employer and strongly encourages proposals by women-owned and minority-owned companies. Proposal submissions must come from a licensed and bonded contractor with full authorization to work in Rockland County, New York.
HMCTE is seeking bids for the sale and installation of security related enhancements as outlined above in the Scope of Work. Please detail costs item by item and be as specific as possible.
